2001年1月1日,《广东省工会劳动法律监督条例》开始实施。这是全国第一个确立工会在劳动法律监督方面法律地位的地方性法规,规定县级以上工会可以发出《劳动法律监督书》。工会开展劳动法律监督,维护职工的合法权益,是我国劳动法律监督体系的重要组成部分,既为国家劳动法律监督提供信息、创造条件,也因其是广泛的群众基础起到了强化国家法律监督和作用。这种监督在《劳动法》和《工会法》中已有原则规定,且广东省人大常委会先后制定了《广东省实施〈中华人民共和国工会法〉办法》、《广东省企业职工劳动权益保障规定》、《广东省企业集体合同条例》等地方性法规,对维护职工合法权益起到了一定作用,但是仍不能适应日益发展变化的劳动法律监督工作的需要。当前,广东用人单位,特别是一些私营企业、外资企业。违反劳动法律法规,侵犯职工合法权益的事件屡见不鲜,如拖
January 1, 2001, “Guangdong Labor Union Labor Law Supervision Ordinance” came into effect.
