能源是人类生存和发展的基础,世界每天都在消耗着大量的能源。传统能源的使用带来很多问题,不仅严重污染了环境,而且面临着枯竭的危险。可再生能源越来越受到全世界的重视,它最终将取代传统能源。可再生能源的开发和利用需要国际合作,2004 年的波恩会议已经开始正式讨论这个问题。可再生能源的国际合作尚处于初期阶段,需要在制度和组织方面不断完善。现有的国际组织在可再生能源的开发和利用方面做了积极工作,但还远远不够。可再生能源的开发和利用需要建立专门的国际组织。能源问题涉及很多国家的切身利益,在国际合作的过程中既存在着机遇,也面临着挑战,有很多困难需要我们充分发挥创造性去克服。
Energy is the basis for the survival and development of mankind. Every day, the world consumes a large amount of energy. The use of traditional energy poses many problems that not only seriously pollute the environment but also run the risk of depletion. Renewable energy is receiving more and more attention all over the world. It will eventually replace traditional energy sources. International cooperation is required for the development and utilization of renewable energy, and the 2004 Bonn Conference has begun to formally discuss this issue. International cooperation in renewable energy is still in its infancy and needs continuous improvement in systems and organizations. The existing international organizations have done some active work on the development and utilization of renewable energy, but they are far from enough. The development and utilization of renewable energy requires the establishment of specialized international organizations. The energy issue involves the vital interests of many countries. There are both opportunities and challenges in the process of international cooperation. There are many difficulties that we must overcome to make full use of creativity.
