1964年4月日本正式宣布愿意履行国际货币基金组织章程第八条条款的规定并成为经济合作与发展组织的正式成员。日本接受国际货币基金组织章程第八条意味着日本对它和国外的经常性商品交易不得再施行外汇限制,另方面,日本参加经济合作与发展组织,就必须采取一系列措施,解除对资本交易的管制,並且必须提供百分之一的国民收入作为对发展中国家的经济援助。日本在长期执行保护政策之后,现在宣布它准备参加比过去更为密切的国际经济合作,以及为不发达国家提供经济援助。
In April 1964, Japan officially announced its willingness to fulfill the provisions of article 8 of the IMF’s constitution and became a full member of the Organization for Economic Co-operation and Development. Japan’s acceptance of Article 8 of the IMF’s Articles of Association means that Japan can no longer impose foreign exchange restrictions on its regular foreign trade transactions with other countries. On the other hand, Japan’s participation in the Organization for Economic Co-operation and Development must take a series of measures to lift its capital account And must provide one per cent of national income as a financial aid to developing countries. After its long-term protectionist policy, Japan now declares its readiness to participate in international economic cooperation more closely than in the past and to provide economic assistance to underdeveloped countries.
