为实现“七五”期间煤炭战线安全奋斗目标,必须在坚持安全第一方针的同时,改善和强化安全管理工作。而加强事故统计分析工作,则是搞好安全管理的重要环节。这是由于事故是随机事件,有其偶然性,但由辩证唯物主义观点看,却又有其必然性,所以事故统计分析是安全工作进行目标管理的依据;事故统计分析的结论可以反映安全工作的水平,又能促进安全工作的开展,所以事故统计分析是摸索掌握事故发生规律,接受事故教训,搞好安全工作的核心,也是安全工作进行科学管理的基础。 本文即从伤亡事故统计分析入手,对某矿安全管理作初步探讨。
