高速公路建设工程由于其建设意义特殊,投入资金量大、政策因素多等特性而使其具有多方位的敏感性,故历来受到各级政府和有关部门的重视;经过多年不断的实践和总结,现已基本形成了一整套的高速公路建设工程管理的程序、法规、制度等。但目前就如何重视和发挥高速公路建设工程管理中思想政治工作的作用问题还没有被工程管理者在一定层次上明确地提出,也就谈不上进行系统化理论化的研究和自觉的运用。笔者试图结合自己在乍(浦)嘉(兴)苏(州)高速公路工程管理中的实践经验就此问题谈些探索性想法,希望能引起一些同行们的共鸣。 一、高速公路建设工程管理离不开思想政治工作。管理与资金、人才、技术、
The expressway construction project has always been valued by all levels of government and relevant departments because of its special significance in construction, large amount of funds invested and many policy factors. Therefore, after many years of continuous practice and conclusion, Has now basically formed a complete set of highway construction project management procedures, regulations, systems and so on. However, how to attach importance to and exert the role of ideological and political work in expressway construction project management has not been explicitly put forward by the project manager at a certain level at present, nor can it be systematically theoreticalized and consciously applied. The author attempts to talk about some exploratory ideas on this issue in the light of his practical experience in the project management of the first (Pu) Jia (Xing) Su (state) highway in the hope of arousing the sympathy of some colleagues.
