从新古典主义发展观到后福利主义发展观的演进,是主流经济学的发展理念的重大进步。后福利主义发展观一反新古典经济学着重强调收入增长和效用增加的发展理念,特别阐明了社会成员的经济自由与经济机会的扩大及其个人潜能的充分实现这一社会发展本质。但在资本雇佣劳动这一基本制度中,通过资本依赖型的发展方式难以体现这一发展内涵,只有在充分依赖和尊重广大劳动者的基本经济制度中,实行充分保障劳动者经济权利的就业优先的发展战略,才能最终实现这一新的发展理念。
