【报告主题】:坚持稳中求进工作总基调,坚持以提高经济发展质量和效益为中心,主动适应经济发展新常态,加快转换发展动力,把转方式调结构放到更加重要位置,深入实施五大功能区域发展战略,统筹推进新型工业化、信息化、城镇化、农业现代化,强化改革、开放和创新三大动力支撑,着力保障和改善民生,加强风险防控,全面推进依法治市,促进经济平稳健康发展和社会和谐稳定。(一)推动五大功能区域协调发展围绕各功能区域发展定位,坚持产业跟着功能走、人口跟着产业走、建设用地跟着产业和人口走,完善和实施配套政策措施。
