“精英导向”的尴尬原定于今年全面铺开的“费改税”政策在“两会”期间还被说成是“中国农村的第3次革命”,未到年中,已经传出了“缓行”的确切消息。许多省份此前作了大量的宣传动员工作,农民也欢欣鼓舞,翘首企盼,但突然的“变卦”让他们不得其解。据说,“费改税”的症结在于农村义务教育问题,中央没钱买单,地方财政缩减,势必危及岌岌可危的农村义务教育。但是,在安徽等省试点了一年之后提交到中央的方案,居然没有对此有科学完善的评估,“朝令夕改”,不能不令人遗憾。而更大的隐忧还在于:事关最多数群众——8亿农民切身利益的改革,他们并没有充分的发言机会。
