始于9月末的美国西海岸劳资纠纷以及随后的“封港”已经持续近两个星期。9月下旬,代表美国西部海岸港口船运公司和码头业主的太平洋海洋运输协会与代表西海岸港口10500多名码头工人的工人联盟谈判破裂,海岸协会于9月27日宣布“封港”。由于劳资双方谈判进展缓慢,西海岸的29个主要港口10月初一直处于封闭状态,停泊于港口外的120多艘巨型轮船无法进港卸货。据白宫有关部门的统计,由港口劳资纠纷引起的这起封港事件造成很多货船滞留海上,一些货船集装箱内的食品腐烂变质。另外,很多生产商也将面临零部件供货短缺的局面。封港事件造成的经济损失估计每天达10亿美元。
