为实现乡镇安全生产工作的规范化管理,四川省南充市在全市乡镇统一建立健全“五个十”安全生产工作制度。十项安全生产制度:乡镇安全生产委员会工作制度,安全生产例会制度,教育培训制度,监督检查制度,事故隐患排查整改制度,应急救援制度,统计报告制度,警示告诫制度,“一票否决”制度,责任追究制度。十项安全生产职责:乡镇党委书记职责,乡镇人大主席监督职责,乡镇长职责,乡镇分管领导及其他领导职责,乡镇安委会职责,乡镇安办职责,乡镇安办主任职责,乡镇部门安全职责,乡镇企业安全职责,村(社、居委会)安全职责。十长安全生产管理体系:乡镇长、驻村片长、村长(村主任)、社长、驻乡镇企业厂长(经理)、校长、农户院长、家长、路长、车船驾长。
