在城市社会治理研究中,国家建设作为一种行政权力向下渗透与扩张的过程,往往被认为与社会自治构成了一种此消彼长的零和博弈;在国家与社会关系的讨论中也倾向于采用“强”或“弱”的单向度模型进行描述。本文认为国家与社会的关系是复杂的、多维度的,在将现代国家建设区分为政治控制与公共服务两个维度的基础上,通过对南京国民政府前期上海工会重组过程的分析,表明现代国家建设并非仅仅是一个正式权力强行扩张与资源汲取的过程,更是一个弹性的、策略的、正式机构建设与非正式权力建立二者并行的博弈过程,以及一个向公共服务组织转型的过程,并阐释南京政府的国家建设如何通过再造国家与私人之间的联接纽带,暂时在上海实现了社会控制与社会自主性的双重结果。
In the study of urban social governance, as a process of downward penetration and expansion of administrative power, state construction is often considered as a game of zero-sum game with social autonomy. In the discussion of the relationship between state and society It tends to be described using a one-way model with “strong” or “weak”. This paper argues that the relationship between state and society is complex and multi-dimensional. On the basis of dividing the construction of modern state into two dimensions of political control and public service, the analysis of the process of the reorganization of Shanghai’s labor union in the early period of Nanjing National Government shows that the modern state Construction is not just a process of forcible expansion of official power and resource extraction. It is also a process of a game of flexible, strategic, formal institutional construction and informal power-building, and a process of transition to public service organizations. Explain how the state construction of the Nanjing government achieved the double result of social control and social autonomy in Shanghai for the time being by reengineering the bond between the state and the private.
