The reform of the economic system started in 1979. After a wave of institutional changes and policy changes, it has brought about a good momentum of double-digit growth in the national economy. It has achieved outstanding results and is indisputable. However, as far as state-owned enterprises are concerned, many companies are still in a very difficult situation. Why is this so? Comparing Western and other countries, state-owned enterprises do “society” is a distinctive “Chinese characteristics.” Many things that should be borne by the government and undertaken by the society are almost all natural and are the responsibility of the state-owned enterprises. Among them, the existence of a large number of surplus personnel has caused the company to have too many redundant employees.
