正确划分指令性计划和指导性计划的范围是我国计划经济中的一个重要的理论和实践问题。在讨论中,人们提出了几种不同的看法,而大多数人的倾向是按企业和产品在国民经济中的重要性程度进行划分。我认为,这种划分方法只适合我国经济的现状。如果考虑现实的社会主义经济发展的一般条件,考虑社会主义经济过程中长期起作用的因素,其划分范围将是:在资金量的扩大再生产范围实行指令性计划,资金量的简单再生产范围实行指导性计划。
Correctly dividing the scope of mandatory plans and guiding plans is an important theoretical and practical issue in China’s planned economy.
