一位美籍华人大学校长在谈到中国的高等教育时说:「现在中国大学校长的自主权,还不及一个工厂的厂长,厂长有权决定生产上的问题,但大学里的每一个研究项目,都要为经费、人员调配向教育部报计划,等候批准。这实在是一项莫大的浪费。」他的话确实道出了目前中国教育制度中的一项弊端。
