目前,中国由于处于转型时期,各种思想充斥在公权力者周围,权力越位、缺位、错位,权力腐败现象层出不穷,人民怨声载道。对于腐败治理,政府也不可谓不给力,只是效果并不令人十分满意。对此,很多学者开始力挺行政伦理,并力推行政伦理法治化道路。笔者将对行政伦理法治化道路这一控权途径进行探讨,说明行政伦理要实现其拉权之效能,并非必须要走法治化的道路,也不应该靠走法治化道路,而应该另辟蹊径,充分发挥自身独特优势,实现控权之优势。 At present, as China is in a period of transition, various ideas are flooded around public power holders.
