“重庆的城市发展速度太快了！我曾于2017年到访过重庆，现在再来到这里，感觉变化很大，每一次见到的都是崭新的面貌，这让我非常高兴，同时也非常惊讶！”8月25日下午，白俄罗斯驻重庆总领事馆首任领事德米特里·叶梅利亚诺夫（Dmitry Emelyanov）正式到任重庆。他表示，重庆是一座美丽的城市，生活在这里的人们幸福指数很高，很高兴能来到这里工作，将尽快启动领馆工作。
市政府外办副主任唐文到机场迎接德米特里·叶梅利亚诺夫，对他来渝就任表示热烈欢迎。他表示，市政府外辦将全力支持白俄罗斯领馆筹备工作，并加强双方合作，推动重庆与白俄罗斯在经贸、物流、文化、教育、旅游等领域友好合作再上新的台阶。
去年6月，我外交部与白俄罗斯外交部就白俄罗斯在渝设立总领事馆达成协议。经与白方协商，原计划于今年年初开馆，后因新冠肺炎疫情推迟。近期，白俄罗斯外交部正式任命德米特里·叶梅利亚诺夫为白俄罗斯驻重庆总领事馆首位领事官员，行使代理馆长职务。
德米特里·叶梅利亚诺夫于8月8日乘机抵达北京，8月24日在京结束14天医学隔离观察，向白俄罗斯驻华大使馆报到后，便立即来渝履新。
谈及接下来的工作计划，德米特里·叶梅利亚诺夫表示，当前最重要的工作是让白俄罗斯驻重庆总领事馆尽快开馆。他说，这是一个相对复杂的过程，希望在重庆相关政府部门的大力支持下，快速推动相关工作，在3个月内让白俄罗斯总领馆正式开馆。
在德米特里·叶梅利亚诺夫看来，重庆与白俄罗斯合作基础良好，合作前景广阔。近年来，两地人员互访密切。2017年3月，重庆市与白俄罗斯明斯克州建立了友好城市关系;2018年11月，重庆万州区与明斯克州科佩尔区建立友好关系;2019年8月，重庆市渝北区与明斯克州明斯克区建立友好关系……
德米特里·叶梅利亚诺夫表示，基于这些合作基础，重庆与白俄罗斯有很多具体的合作项目，而白俄罗斯驻渝总领馆接下来最重要的任务就是为这些合作项目提供各方面的支持和服务。同时，寻找新的合作机遇，推动双方合作走深走实，实现互利共赢。

Every time I see the city， it gives me a new look， so I am quite happy yet surprised. "On the afternoon of August 25， Dmitry Emelyanov， the first consular officer of Consulate General of Belarus in Chongqing， officially assumed the office in Chongqing. He said that Chongqing is a beautiful city and the happiness index of people living here is quite high. He is thrilled to work here and will start the work of the Consulate General as soon as possible.
Tang Wen， Deputy Director-General of the Foreign Affairs Office of Chongqing Municipal People's Government， went to the airport to warmly welcome Dmitry Emelyanov for assuming his post in Chongqing. He said that the Foreign Affairs Office of Chongqing Municipal Government will fully support the preparatory work of the Consulate General of Belarus in the city and strengthen bilateral cooperation， so as to promote the friendly cooperation between Chongqing and Belarus in the fields of economy， trade， logistics， culture， education and tourism to a new height.
In June last year， Ministry of Foreign Affairs of China and Ministry of Foreign Affairs of Belarus reached an agreement on the establishment of Consulate General of Belarus in Chongqing. After consultation with Belarus， the Consulate General was originally scheduled to be opened at the beginning of this year， but was later postponed due to COVID-19. Recently， the Ministry of Foreign Affairs of Belarus officially appointed Dmitry Emelyanov as the first consular officer of the Consulate General of Belarus in Chongqing to perform the duties of Acting Head of Mission. Dmitry Emelyanov arrived in Beijing on August 8. After 14 days of medical quarantine and observation in Beijing， Dmitry Emelyanov immediately came to Chongqing to assume his new post after reporting to the Embassy of Belarus in China.
Speaking of the next-step work plan， Dmitri Emelyanov said that the most important task at present is to open the Consulate General of Belarus in Chongqing as soon as possible. As it's a relatively complex process， he hoped that with the strong support of relevant government departments in Chongqing， work will be proceeded rapidly and the Consulate General of Belarus in Chongqing will be officially opened within three months.
According to Dmitry Emelyanov， the cooperation between Chongqing and Belarus enjoys a solid foundation and broad prospects. In recent years， people of Chongqing and Belarus have been visiting each other frequently. In March 2017， Chongqing established friendly city relations with Minsk of Belarus; in November 2018， Wanzhou District of Chongqing established friendly relations with Koppel District of Minsk; in August 2019， Yubei District of Chongqing established friendly relations with Minskaja of Minsk......
Dmitri Emelyanov said that based on such cooperation basis， Chongqing and Belarus have many specific cooperation programs， and the next most important task of the Consulate General of Belarus in Chongqing is to provide support and services in all aspects for these programs. At the same time， we should seek new cooperation opportunities， promote deep and substantial cooperation between the two sides， and achieve mutual benefit and win-win results.
