随着经济体制和政治体制改革的深入发展,各级党政机关、企业单位都建立了岗位责任制,普遍推行了目标管理。新管理机制的运行,大大激发了干部的工作热情,改变了工作作风,促进了各项事业的发展。同时,为全面的,准确的、客观的考核某一系统的工作实绩提供了比较科学的、可比较的依据。本文试图为科研所思想政治工作绩效及目标考核建模,以便促使基层思想政治工作在改革的形势下得到科学化的管理与实施。希望为思想政治工作的深化研究和讨论,添上一支新曲。
With the in-depth development of the economic and political system reforms, party and government organs and enterprise units at all levels have established a post responsibility system and universally implemented goal management. The operation of the new management mechanism has greatly stimulated the enthusiasm of the cadres, changed the style of work, and promoted the development of various undertakings. At the same time, it provides a more scientific and comparable basis for a comprehensive, accurate and objective assessment of the performance of a system. This paper attempts to model the performance of the ideological and political work of the Institute and the evaluation of its objectives in order to promote the scientific management and implementation of grassroots ideological and political work in the context of reforms. We hope to add a new song to the deepening research and discussion of ideological and political work.
