一、难题 1、下岗待业。这是建国以来对企业职工的一次最大冲击。长期处于“固定工”、“铁饭碗”优势之中的职工,面对突如其来的下岗待业,缺乏心理准备,思想困惑,行动茫然。要把他们从几十年形成的固有观念中解脱出来,并树立起新的择业观,并非易事。2、贫穷困扰。当今,在许多企业的职工中,还有一批困难户,有的甚至生存在贫困线以下,吃不饱、穿不暖。如何从生活上和心理上进行安抚,使他们奋起脱贫,则又是一大难题。3、经济滑坡。近些年,国有企业中有相当数量的单位经济处于不景气状态,亏损面较大的势头没有得到明显缓解。致使企业自身简单再生产难以维持,职工工资不能按时发放,有些企业已被迫停产。工人
