国有公路运输企业的战略性经营应向其运输区间转移。也就是说,对开发价值比较大的区间客运站点,在继续办好公路运输业务的基础上,投放足够的资金,建设多种经营物业,积极开展多种经营活动。具体地说:一是恢复始发班车次,接揽货运业务,稽查补票,全额回收营运资金。二是开展物业经营,租赁现有的或新置的物业。三是利用物产,开办旅业经营,向社会提供有偿住宿服务。四是设立饮食业经营,让运输服务对象为我们提供二次收入。五是设置娱乐经营,参与社会的服务经营,等等。其实这一设想,是国有公路运输一级客运站点的多种经营模式向其运输区间的延伸。
