矿产资源是国家可持续发展之基、民生之本,是保障人类生存不可或缺的自然资源,具有不可再生的特性,做到科学开发、有效利用,是践行科学发展观的必然要求。在人口众多、资源相对不足、后备资源稀缺的基本国情下,矿产资源保障问题始终是我国现代化发展进程中事关全局性、战略性、根本性的重大问题。因此,实行统一规划,搞好科学开发、有序开发、规模开发、集约开发、高效开发,为我国经济社会又好又快发展提供强有力的资源保障,是全系统广大干部职工必须认真思考和研究的重要问题。
