诚信是中国传统道德价值规范,也是一个国家和民族普世的行为准则。构建以政府诚信为主导、个人诚信为基础、企业诚信为引擎的社会诚信系统是社会良序发展和社会道德风尚的立足之基。夯实社会道德生存基础,应悟鉴中外社会诚信运作模式,健全教育机制,强化思想引导;完善评价体系,严格诚信记载;落实监督程序,严肃失信惩戒,构建一个长效的运作机制。
Honesty is China’s traditional ethical values and norms, nor is it a universal code of conduct for nations and nations. The construction of a social credit system based on government honesty, personal integrity, and business integrity as the engine is the basis for the good social order and social morality. In order to consolidate the foundation of social morality survival, the operating mode of social honesty in China and other countries should be enlightened, the education system should be improved, the ideological guidance should be perfected, the evaluation system should be perfected, the credit records should be strictly observed, the supervisory procedures should be implemented, and a long-term operating mechanism should be established.
