全国人民代表大会常务委员会关于批准2006年中央决算的决议(2007年6月29日第十届全国人民代表大会常务委员会第二十八次会议通过)第十届全国人民代表大会常务委员会第二十八次会议,听取了财政部部长金人庆受国务院委托作的《关于2006年中央决算的报告》和审计署审计长李金华受国务院委托作的《关于2006年度中央预算执行和其他财政收支的审计工作报告》。会议结合审议审计工作报告,对《2006年中央决算(草案)》和中央决算的报告进行了审查,同意全国人民代表大会财政经济委员会提出的《关于2006年中央决算的审查报告》,决定批准《2006年中央决算》。会议要求国务院进一步提高预算编制的科学性和准确性;要规范财政转移支付制度,尤其是要严格专项转移支付项目的审批;要针对审计揭露的问题,从体制和机制上分析原因,提出改进办法;要严格执行预算,加强监督,建立健全责任追究制度,做好财政决算工作。
