“黄金累千,不如一贤”。人是生产力中最活跃的因素。人才资源是经济社会发展的第一资源,国家兴盛,人才为根本;事业发展,人才最关键。大力开发和充分利用人才资源,大量吸引、聚集和培育一大批高级经营管理人才、高水平研发创新人才、高技能实用人才以及高素质劳动者,充分发挥各类人才的积极性、主动性和创造性是国家高新区实现跨越式发展的必由之路。但目前,很多高新区在没有先天很好的科技资源、人力资源之下,纷纷启动,结果好似空中楼阁,难以创造出新的应用技术,更谈不上发展跟前进。所以,未来高新区的发展,必须把人才资源的创新工作放在非常重要的位置上。
“Thousands of gold are better than one.” Man is the most active factor in productivity. Talent resources are the first resource for economic and social development. The country is prosperous and talented people are fundamental; for career development, talents are the most crucial. Vigorously develop and make full use of human resources, attract, assemble and cultivate a large number of senior management talents, high-level R&D and innovation talents, high-skilled and practical talents, and highly qualified laborers, and give full play to the enthusiasm, initiative, and creativity of various talents. The only way for the national high-tech zone to achieve leapfrog development. However, at present, many high-tech zones are starting up without congenial good scientific and technological resources and human resources. The results are similar to castles in the air and it is difficult to create new application technologies, let alone development and progress. Therefore, in the future development of the Hi-tech Zone, we must put the innovation of talent resources in a very important position.
