自去年年初以来,俄罗斯对国有和公有财产开始实行私有化,并将其视为克服经济危机、实行市场经济的主要措施之一。同时,俄罗斯积极鼓励外国人参加其私有化进程。在俄联邦的《国家私有化计划》中,除鼓励措施之外,也有一些对外国投资者的限制。这主要是因为目前卢布汇率太低,如不限制,外国人用硬通货兑换卢布购买不动产将占太多便宜。这些鼓励与限制的具体规定有:
Since the beginning of last year, Russia has started to privatize state-owned and public property, and considered it as one of the major measures to overcome the economic crisis and implement a market economy. In the meantime, Russia actively encourages foreigners to participate in its privatization process. In the Russian Federation’s “National Privatization Plan,” there are some restrictions on foreign investors in addition to the incentives. This is mainly due to the current low exchange rate of the ruble, if not restricted, foreigners buying real estate with hard currency exchange rubles will take up too much cheaper.
