2004年11月21日,由中国残疾人联合会和国家卫生部组织的国家医疗队在海南省为110名麻风畸残病人完成了矫治手术。经过短短5天的艰苦努力,由张国成教授领队的国家医疗队共完成了146例麻风畸残矫治手术。 2004年,中央财政从国家福利彩票公益金中拨出1.35亿元实施残疾人康复项目。其中对麻风畸残康复工作给予重点支持,在全国十几个省开展麻风畸残康复项目。
On November 21, 2004, the National Medical Team, organized by the China Disabled Persons’ Federation and the Ministry of Health, completed the corrective surgery for 110 patients with leprosy deformity in Hainan Province. After just five days of hard work, the National Medical Team headed by Professor Zhang Guocheng completed 146 cases of leprosy deformity correction surgery. In 2004, the central finance allocated 135 million yuan from the national welfare lottery public welfare fund to implement the rehabilitation program for the handicapped. Among them, the support for the rehabilitation of leprosy deformity was given the key support, and more than a dozen provinces across the country were involved in the rehabilitation of leprosy and deformities.
