The eleventh five-year plan for the development of civil affairs (hereinafter referred to as the plan) was formulated under the direct leadership of the ministry party group, the joint participation of the relevant departments and the elaborate organization of the planning team. In June 2004, according to the requirements of the State Council and the opinions of the National Development and Reform Commission, the Ministry of Civil Affairs started to deploy relevant preparatory work and set up a leading group to take charge of the “Eleventh Five-year Plan”
