服务型政府是一个内涵丰富的体系,是一项与以往任何时代的政府模式迥然不同的创举。它的内涵在逻辑上包含三重结构体系:客观结构体系,即由体制、组织、机构、资源等要素组成;主观结构体系,即由权力、法律、政策、治理方式等要素组成;价值结构体系,即由意志、责任(义务)、人格等要素组成。这三重结构体系的统一体即是服务型政府内涵的规定性。以内涵逻辑为论域解析服务型政府的结构体系,目的在于以结构体系为目标,全面深化行政体制改革,建设具有中国特色的服务型政府。
