为贯彻执行十三届八中全会和黑龙江省委六届八次会议精神,进一步落实科教兴省战略,促进科教兴农向全方位推进,把经济建设转到依靠科技进步和提高劳动者素质的轨道上来,加快科学技术转化为现实生产力的步伐,黑龙江省人民政府颁发《黑龙江省实施农科教统筹结合试行方案》。方案确定,我省农科教结合的基本任务是: 1.面向农村经济建设,进一步深化农、科、教体制改革,建立健全农科教统筹结合的运行机制。 2.大力加强实用技术培训,采取各种有效措施尽快提高农民科技素质、培养大批新型的农村劳动者。 3.运用多种形式积极推广科学技术,把科学技术尽快转化为现实生产力。
