一九七九年《财务与会计》第十一期发表浙江徐启言和四川寇应懋两位同志的来信以后,我们又陆续收到读者一些相类似的来信。反映的问题集中到一点,用来信人的话说,即:基层财税干部办事,究竟是按中央、国务院的文件规定办,还是按报纸的宣传报道或某个领导人说的办?这的确是一个现实存在的、必须引起重视并加以澄清的重大问题。否则,财政上减收增支的口子就堵不住,财政平衡就有失去控制的危险。为此,特根据中央有关文件和中央领导同志的讲话答复如下:
After the 11th issue of Finance & Accounting in 1979 delivered a letter from two of our comrades, Xu Jiangyan of Zhejiang Province and Kou Ying-mao of Sichuan Province, we have successively received some similar letters from our readers. The problems reflected are concentrated in the letter to the people, that is, whether the work of grass-roots fiscal and tax cadres should be handled in accordance with the provisions of the documents of the Central Government and the State Council, or the propaganda or coverage by a newspaper or a leader? This is indeed a Reality, important issues that must be highlighted and clarified. Otherwise, the fiscal revenue and expenditure increase will not be blocked and the fiscal balance will be out of control.
