自2001年启动的青海省事业单位机构和人事制度改革,在省委、省政府的领导和省直各部门的通力协作下,已经取得了实质性进展:机构改革方案已全面实施,人事、分配制度改革抓紧跟进,州县乡事业单位改革已开始启动。如何保持良好的改革态势,在人事、分配制度改革中取得实质性进展,是当前和今后一个时期必须解决的重大问题。为此,必须认真理清思路,科学有效地推进改革。当前,要着力抓好以下几个方面:
