On September 21, Central Commission for Discipline Inspection announced that Qin Yuhai, Secretary of the Party Leadership Group and Vice Chairman of the Standing Committee of Henan Provincial People’s Congress under Investigation, is under internal investigation for suspected violation of law and discipline.
Qin Yuhai, 61 years old, successively served as Mayor of Jiaozuo Municipal government, secretary of Jiaozuo Municipal Party Committee, head of the Public Security Department and Deputy Governor of Henan Provincial Government. In February 2013, Qin Yuhai was relieved from government positions and took the headship of the 12th session of Henan Provincial People’s Congress.
Qin Yuhai is the first deputy-provincial official of Henan Province that gets investigated after the 18th CPC National Congress.
During his term as the head of the Public Security Department of Henan Province, several cases of wrongly charged and sentenced came to light and triggered a great deal of social debates. On the other hand, Qin Yuhai introduced bold reform in the police system. He proposed to reduce the number of public security sub-bureaus and expand the size of local police stations. However, years later, many local police stations disappeared, while most sub-bureaus were left untouched instead.
