水利工程施工对环境的影响非常广泛,许多影响具有长期性和不可逆性,应引起高度重视。生态工程是一门崭新的学科,是我国现代化和可持续发展的重要工艺技术。为解决施工中的环境问题,工程建设必须服从生态经济区域的整体规划,并从系统思想出发,按照生态学原理、经济学原理及生态经济学原理,运用现代科技成果和现代管理手段,特别是生态工程这一重要工艺技术以及传统工程管理的有效经验,以期获得较高的工程效益、生态效益和社会效益。应用生态工程原理解决水利工程施工中的环境问题,不但可以获得较好的生态经济效益,还丰富了水利工程施工理论和生态工程理论。
The impact of water conservancy construction on the environment is very extensive, and many of the impacts are long-term and irreversible, which should be given high priority. Ecological engineering is a brand new discipline and an important process technology of our country’s modernization and sustainable development. In order to solve the environmental problems in the construction, the project construction must obey the overall planning of the eco-economic region and proceed from the system thinking. In accordance with the principles of ecology, economics and eco-economics, the project should make use of modern scientific and technological achievements and modern management methods, especially Ecological engineering, an important process technology and effective experience of traditional engineering management, with a view to obtain a higher engineering efficiency, ecological and social benefits. The application of ecological engineering principles to solve environmental problems in the construction of hydraulic projects, not only can get better ecological and economic benefits, but also enriched the water conservancy construction theory and ecological engineering theory.
