城镇居民住房保障制度是政府为低收入家庭、特别是生活有困难的家庭解决住房问题的社会保障制度,建立健全城镇居民住房保障制度,能够增强低收入群体的安全感,降低其危害社会的可能性。乌鲁木齐城镇居民住房保障政策实施过程中存在保障标准滞后、保障范围的界定缺乏合理性,资金来源有限、地方财政压力大,商业贷款放贷条件高、保障对象申请房贷难度大,住房公积金沉淀额过高、使用效率低下等现状。针对这些问题,应从推进城镇居民住房保障地方性立法完善,加大政府调控力度、保证住房保障政策的合理实施,建立住房担保公司、为低收入群体提供房贷担保等方面设计相应的法律对策。
