高校学报尤其是中小高校学报,在原新闻出版总署颁布的报刊编辑部体制改革下受到强烈冲击。改革是否要一刀切地加以转企,还是能另辟蹊径更好地促进中小高校学报的发展,需要通盘考虑。阐述报刊体制改革的政策演变,分析现有高校学报存在的“多、散、小、弱”诸多弊端和改制面临的一些困境,进而提出中小高校学报改革的若干举措。 Journals of colleges and universities, especially for small and medium-sized colleges, have been strongly attacked by the reform of the press editorial department promulgated by the former Press and Publication Administration. Whether the reform should be transferred across the board or whether it can find another way to promote the development of the journals of higher learning institutions needs to be considered in all aspects. This paper expounds the policy evolvement of newspaper and journal system reform, analyzes the shortcomings of “multifamily, scattered, small and weak” existing in the existing university journals and some dilemmas faced by reform, and then puts forward some measures to reform journals of middle and small colleges.
