网络空间中话语抗争的一个重要面向是对公民权利议题的讨论。其生成与传播机制主要分为四个阶段,分别是权利抗议、社会动员、议题协商、以及事件解决。议题协商是其中的主要阶段,在此过程中,网络舆论、媒体报道与公权力三者进行动态博弈,既充满对抗,也存在合作,且会在不同的协商阶段呈现不同特点。事件解决是权利议题的最终结果,后续改善是否发生则主要依赖于公权力机构是否能在法律层面与制度层面有所作为。
An important aspect of discourse in cyberspace is the discussion of civil rights issues. Its generation and dissemination mechanism is mainly divided into four stages, namely, rights protest, social mobilization, issue negotiation, and incident resolution. Negotiation of the issues is one of the major phases. During this process, the online game, the media coverage and the public power are both dynamic games, full of confrontation and cooperation, and will present different characteristics in different negotiation stages. Incident resolution is the ultimate result of the rights issue. Whether the follow-up improvement occurs depends mainly on whether the public authority can make a difference in the legal and institutional aspects.
