日前,国家统计局原局长李德水在接受记者专访时指出,美国经常项目巨额赤字背后掩藏的真相是海关统计无法计入,但回报率甚高的资本、技术、专利、文化等无形产品的大量输出。美国从1992年开始。外贸逆差由当年的391亿美元,逐年攀升到2005年的8049亿美元,但并未出现经济衰退和高失业率现象。相反,1992年美国经济增长3.3%,失业率为7.5%;而到2005年,经济增长为3.6%,失业率却只有5.1%。李德水在2006年博螯亚洲论坛年会上说,美国在财政、外贸出现双赤字的同时,却保持经济的高速增长,从根本上说,这是经济全球化和国际产业分工调整的必然产物,也是世界经济不平衡的主要表现。

The trade deficit rose from 39.1 billion U.S. dollars in the year to 809.9 billion U.S. dollars in 2005, but there was no economic recession or high unemployment rate. On the contrary, the U.S. economy grew by 3.3% in 1992 and the unemployment rate was 7.5%. By 2005, the economy grew by 3.6% while the unemployment rate was only 5.1%. Li Deshui said at the 2006 Boccia Forum Annual Conference that while the United States has double deficits in its fiscal and foreign trade, it maintained its rapid economic growth. Basically, this is the inevitable outcome of economic globalization and the adjustment of international industrial division of labor. It is also a major manifestation of the imbalance in the world economy.
