在影响科技创新的因素中,研发强度、技术创新主体和研发模式是三个关键因素。20世纪90年代以来,台湾大力推进研发强度由“低”向“高”、技术创新主体由“官”向“民”、研发模式由“单打独斗”向“群体互动”移位,企业创新能力有新的提高。本文主要分析台湾科技创新的路径、“三大转移”趋势与制度安排。
Among the factors that affect the innovation of science and technology, the strength of research and development, the main body of technological innovation and the research and development mode are the three key factors. Since the 90s of the 20th century, Taiwan has vigorously promoted the intensity of research and development from “low” to “high”. The main body of technological innovation is from “official” to “civil”. This article mainly analyzes the path of technological innovation in Taiwan, and the “three major shifts” trend and institutional arrangements.
