从2003年1月1日起、我国车险条款费率将全部放开,实行市场化。应该认识到,为了应对我国加入WTO,全面开放保险市场、对车险费率进行改革,有利于车险市场的公平竞争和市场培育,能够进一步促进保险公司内部管理和优质服务,也顺应了国际惯例,是大势所趋。但从去年10月广东、深圳开始实行车险费率改革以来的业务发展来看,各家保险公司的业务有所增长,赔付率上升、承保利润下降,承保和经营风险加大。根据我国车险经营状况,东部、中部、西部市场发育的成熟度差异很大。笔者认为,我国车险费率改革不宜“一刀切”,应根据各地的差异,借鉴国外经验,先实行附加险费率自由化,条件成熟后实行纯保费的差别化,逐步实施车险费率市场化。

The author believes that the reform of China’s auto insurance rate should not be “across the board,” according to differences in different places, learn from foreign experience, the first implementation of the liberalization of additional insurance rates, the conditions are ripe for differentiation of pure premiums, the gradual implementation of car insurance rates marketization.
