1、搞好人才结构调整,要以增加人才总量、提高人才质量为基础。人才作为一种特殊的资源,有其与一般资源的共性,就是要先经过“挖掘”、“开采”之后,才能去配置和使用。因此,要大力开展人才培训和继续教育工作;重点引进开发高科技人才,以缓解人才总量不足、高层次人才偏低的矛盾。这样才能为人才结构调整工作铺平道路。 2、搞好人才结构调整,要紧紧围绕经济结构调整的大局。为经济建设服务是人事人才工作的根本任务。
