20世纪60年代以后,世界海洋产业的总产值以十年翻一番的速度在增长,到1997年已接近1万亿美元,为世界经济总量的4%。改革开放以来,我国海洋产业发展也极为迅速,90年代的年增长率在20%以上,但总体的发展水平仍比较低,1999年产值的3600多亿元,仅占国内生产总值的2.4%,低于世界平均水平,也说明我国海洋产业发展的商机无限。
