宿迁市两年来打黑除恶的工作情况 2004以来,江苏省宿迁市公安机关共摧毁黑恶势力团伙 18个,其中省厅挂牌督办黑恶势力犯罪团伙5个、黑社会性质组织3个,抓获团伙成员208名,破获案件360余起。新生代为代表的黑社会性质组织为获取生存空间,扩大经济来源,以暴力犯罪为特征实现扩张 2005年2月,泗洪县公安局摧毁了以江见为首的黑社会性质组织。2004年6月,该组织在泗洪县青阳镇发展成形, 网罗了30余名组织成员,制定了严格的组织纪律,装备了砍刀等凶器,大肆进行寻衅滋事、聚众斗殴、故意伤害、敲诈勒索等违法犯罪活动。同时,该组织为聚敛钱财,以威胁、恐吓等手段强行向公共娱乐场所收取“保护费”,作案20余起,致 2人重伤、9人轻伤,多人轻微伤。犯罪成员多为16-18岁,大多小学、初中辍学。为不劳而获,他们采取暴力犯罪形式,扩大社会影响,以恶名威慑群众,尤其是娱乐服务行业的业主。
