首钢钢铁设计研究院是一九八一年九月由原首钢设计院和首钢钢铁研究所合并而成的.该院在公司党委的统一领导下,自一九八一年第四季度实行经济责任制以后,坚持责、权、利相结合,极大地调动了科技人员的社会主义积极性,职工精神面貌大变,设计效率显著提高,各项任务均按时或提前完成,此文介绍了该院如何搞经济责任制的经验,对许多设计单位有参考价值.
Shougang Iron and Steel Design and Research Institute was formed by the merger of the former Shougang Design Institute and Shougang Iron and Steel Research Institute in September 1981. Under the unified leadership of the company’s party committee, the Institute implemented economic responsibility in the fourth quarter of 1981. After the implementation of the system, the combination of responsibility, power, and interest has greatly mobilized the socialist enthusiasm of scientific and technological personnel, greatly changed the mental outlook of employees, and significantly improved design efficiency. All tasks are completed on time or ahead of schedule. This article describes how the hospital works. The experience of economic responsibility system has reference value for many design agencies.
