1911年7月下旬,美国旧金山洪门成立筹饷局(又称中华革命军筹饷局,对外称怍国民救济局)并印制“中华民国金币”券,分10元、100元、1000元三种面额。该局进行募捐时,根据募捐者捐出金额发给双倍金币券怍为募捐凭证,“凡认任军饷至美金五元以上者,发回中华民国金币票双倍之数收执”(参见冯自由《革命逸史》)。辛亥革命成功后,冯自由回国将筹饷局发行已售未售之金币券一切账目,携归缴呈革命政府销号。
