科学基金工作已经在我国迈出了可喜的一步,并且成为我国科技事业必不可少的重要一环。作为科技体制改革的必然产物,科学基金工作在新旧体制交替过程中诞生成长和发展壮大。要做好我国的科学基金工作,探索,建立、完善具有中国特色的科学基金制,不但应从运行机制上使之富有生气,而且必须建立与改革开放相适应的观念。十分重要也是极为紧迫的一个关键,就是从科学基金工作特点出发,树立充分认识科学技术价值,充分尊重科技人员地位、充分发挥科技人员作用的人才观念。
The work of the science fund has taken a gratifying step in our country and has become an indispensable part of our country's science and technology. As an inevitable result of the reform of the science and technology system, the work of the science fund was born and grew up and grew stronger in the process of alternation between old and new systems.
