全国及武汉市商品房市场现状是 :一方面大量的商品房积压 ;另一方面急须改善住房条件的广大老百姓潜在购买力无法转变为现实购买力。如何将积压在这部分空置房中的沉淀资金盘活 ,不仅是各级政府和房地产开发商关注的热点 ,而且是与广大老百姓切身利益密切相关的话题。全面推广住房公积金制度 ,提高贷款额度 ,放宽贷款条件 ,改革还贷方式 ,加大政策性贷款对房地产消费性贷款的支持力度 ,是启动住宅消费市场的关键因素之一。
