甲、一般概况: (一)昆明縣環繞昆明市區,週围與嵩明、宜良、呈贡、昆阳,守甯、羅次、富民八县接界,全县共有耕地畝积348.026.14畝,就土地自然條件来看,雲南属中上等地区,夏季農作物以麦、蠶豆為主約佔夏產物75%,次为菜子、豌豆菜蔬等類約佔夏產物25%,秋季主要的是稻谷佔秋季產物85%,其他如包谷、蕎、黄豆、小米、高梁、菜蔬等類佔秋季產物15%,估計夏收約佔全年農业总產量25%,秋收估75%,农村副业有馬車、船运、织蓆、絞絲、窰业、賣工,砍柴、零星紡織、小本经营等。 (二)全縣共有七个区三十五乡64个自村,计55060户,234683人口,內有純兄弟民族估85个村杂居:有22全个村共7231戶,31550人口,县鄉政权於五○三月二十日進行接管,区公所自三月份起先後開始建立,乡村政權至十月份才着手政选建立,这说明從形式上看,人民政权的組织巳个样,架子搭起來了,但有少数還是換湯不換藥,表面上封建勢力,反动殘餘、保甲制度已廢除,实际上封建勢力还或明或暗的操縱把持着政权,特别是村政权。
