发展党内民主的一个复杂之处就在于书本上的“理应如此”和实际运作上的“事实如此”之间存在着很大的反差。其不容忽视的原因是:党政高度“统合”与党的集体领导原则之间存在矛盾;组织本位、领导本位与党员本位、党员主体之间存在矛盾;在新的历史条件下,党内出现的各种利益化倾向与传统党建理论关于先进性内涵的规定之间存在矛盾。这些矛盾表明,发展党内民主,需要党政关系的配套改革,需要建立民主的授权机制和合理的权力关系,需要正视党内利益倾向问题的研究。
One of the complications with the development of intra-party democracy is the large contrast between “supposedly so” in books and “factual” in practice. It can not be ignored because of the contradiction between the “unity” of the party and the government and the principle of collective leadership of the party, the contradiction between the standard of organization, leadership standard and party member standard and the main body of party members. Under the new historical conditions, There are contradictions between the various tendency of profit-oriented and the traditional party building theory about the connotation of advanced nature. These contradictions show that the development of intra-party democracy requires supporting reforms in the relationship between the party and the party, the need to establish a democratic delegation of authority and a reasonable relationship of power, and the need to address the study of the tendency of interests within the party.
