中国邮电代表团于1985年8月19日至9月8日对联邦德国邮电部和英国电信总局、邮政总局的经营管理进行了考察访问,初步印象有以下几点: 一、管理体制。两国的邮电管理体制各有特点。联邦德国邮电部统一管理邮电事业,邮电机构分三级管理。中央级机构:联邦邮电部、联邦邮电管理委员会;中级机构:邮政技术中心,电信技术中心、社会福利局、院校和十八个地区邮电总局(包括两柏林区电信局);基层机构:邮政、电信局、邮政储金局等。基层的邮政、电信企业都是分设的,但为了方便用户,各邮局均办理电信业务,业务收入则按专业分别记帐,进行核算,核算工作由地区总局和邮电部进行,基层企业之间不搞结算。邮电部有七个局,分两类性质。一类是线性机构,即一局(邮政)、二局(电信,又分A局B局),它们分别对邮政、电信企业实行线性管理,包括新业务开发、网路发展,专业经营及人财物管理。另一类是交叉机构,即三局至七局(人事、财务、市场、组织与建设、事务),它们主要是制订标准规定、综合协调、监督检查,对计划执行进行控
