人民调解制度对于定纷止争,建设和谐社会意义重大。人民调解制度作用的充分发挥有赖于调解协议效力的强化。必须通过扩大人民调解的受理范围、提高调解人员准入门槛、加大资金投入、赋予调解协议法律效力,同时加强人民法院对人民调解工作的指导等5大方面,来实现调解协议的效力,从而使人民调解制度在实践中发挥实效。
The people’s mediation system is of great significance to the establishment of a harmonious society and the building of a harmonious society. The full exertion of the people’s mediation system depends on the strengthening of the effectiveness of the mediation agreement. The effectiveness of the mediation agreement must be achieved by enlarging the scope of the people’s mediation, improving the access threshold for mediators, increasing capital investment, giving legal effect to the mediation agreement and strengthening the people’s court’s guidance on people’s mediation work.
