多年来,首钢在搞好大中型国有企业劳动竞赛活动方面进行了积极的探索和实践。从1996年,首钢工会按照北京市总工会关于“创先、创优、创新、创精神文明”的要求,抓住质量、效益这两个企业之根本问题,提出开展“质量效益杯”劳动竞赛的建议,得到了总公司的重视和支持。经总经理签批,首钢总公司和首钢工会联合发文,在全公司开展了月度流动“质量效益杯”劳动竞赛活动。
